Ok so here's the deal, YES. There was a mod made by Soups of that Toriel BUT he doesn't have it anymore. I was in the dis where he had showed it off and said he'd release it but time passed and that never happened and he doesn't really talk in there anymore so one day like a 2 years or so later I decided to just DM him to ask about it and he said he doesn't think he has the files anymore.
So yes it existed but it's lost to the very guy who made it and I think he either lost interest due to losing it or just wasn't upper interested in MUGEN modding in the first place so after trying it out he moved on back to working on his SRB2 stuff, that newer game with custom sprite stuff, or otherwise.
