At a guess, the film explores some dark stuff while sort of keeping as kid-friendly as possible. If it was a completely light-hearted kids film, it wouldn't have had a villain literally try to get one of the heroes to tear apart the other with mind-rape chemicals, while she watches and gloats.

You have an entire city start to tear itself apart with fear when citizens start going feral and attacking everyone in sight.

Yeah, it's a kids film, but it has some dark shit going on that it alludes to but doesn't outright show, so it's no wonder people want to expand into that area.
