Problem is most of the cheap properties are. Have you ever seen the average Council Property provided by British Councils? Most of them where built in the 1950's. The one I'm living in right now was built in 1949 and the only changes to it structurally have been replacement carpets and 2 new gas boilers. It doesn't even have insulation lol

But icf housing authorities were called in on a building like that in the US, the landlord would be fined and forced to bring the building up to code
