Time for a lesson on pokemon games. Every pokemon has a hidden stat called "IV"s, that goes from lowest 0 to 31 max. The higher the IV the better the stat. Example, at lvl 100, HP stat by default will be 173 with 0 IVs, and be 204 with Max IVs. And different pokemon have different "Base Stats" so the example above the max is 173 at lvl 100, but on a different pokemon it might be 160, or 80, or 230 as the "Base" The IVs improve that base total. So higher IVs, the better. 2 pokemon with the exact same stats, moves, and everything, the one with 0 IVs will always do worse than the one with max 31 IVs. So the more IVs, the better. And the only way to get better IVs is to Breed pokemon. You can't increase them, you have to breed a Pokemon that has a 31 Stat and hope it copies over to the baby, or play russian roulete, breeding lots of eggs, and hoping one randomly get a 31 IV on a stat.
^ With that out of the way, the Lucario seems himself as Superior, most likely having 2 or more 31 IVs, and doesn't want to breed with a 'Weakling' who doesn't even have one 31 IV stat.
Next is the "Power-Up Punch". It's a move Lopunny can learn, but only through Breeding, and not through level up or TMs. To get it, you breed a Lopunny with either Hitmonchan, one of the 3 chimchar evolutions, or Lucario while that pokemon knows the move Power-Up Punch. The Lobunny born from that breeding will start with the Power-Up Punch move. This is known as an "Egg Move", a move only able to be learned from breeding with specific parents that know the move, and it's usually a good move for some builds you can use with that pokemon.
So this comic is trying to use both those mechanics. IVs, the Lucario's focus. And Egg Moves, the Trainer's focus.
And the Comic is probably going to go full stupid by having Lopunny mega evolve, beat up Lucario, to show she isn't 'weak' and breed him. Except the Lucario, if he actually cared about the IVs, STILL wouldn't touch her, cause Mega Evolving doesn't change IVs, she is still an inferior breeding partner for him.
