The laws are extremely neboulos at best. I have heard of people who were arrested in Germany for owning normal pornographic movies, which featured adult humans. Strangely enough, the laws seem to be less severe when it comes to something like lolicon or shotacon. Europe is really messed up. Anyway, I personally wouldn`t want to risk anything, if I would be living in Europe.

I doubt that Softpaw is illegal. What is illegal, is cp. Anthro characters with childlike qualities are hardly children. I am currently studying law in my home country and can only say that it would be very hard for any judge to come up with an argument in favor of criminality. What would the sentence look like? A victimless crime? Remember that the argument about cp is that it damages and exploits children. Even the most hardcore furry comic cannot do anything like this. Yes, one could make arguments that these comics are indecent or morally disgusting, however, this does not amount to an act of punishable criminality.

honestly depends on where your from though. some contries all adult cartoons depicting anything underaged, even animals. are considered technically illegal. but as far as I could find, even in places where it could be considered illegal, no one has ever been arrested over cub porn. (or in the furry community in general EXCEPT for cases where they were doing other things illegal other than things involving cub art. like, well, participating in literal beastality or the like). so while in some places it CAN be illegal technically, your more likely to get a slap on a wrist from those game roms you downloaded as a kid decades ago than looking at cub porn...so far.

I think that you are correct. I really doubt that it can be a "major" crime in any sense. It is a "victimless crime" after all (a crime has to be committed against somebody, otherwise it is not a crime at all).
