I'm thinking it was the Queen that had the affair. It makes sense, considering how concerned the Princess' father is with his image and that of his kingdom, and the fact that we haven't seen her mother/heard her mentioned yet leads me to believe that she was cast out of the kingdom and is probably living with the Princess' real father.
