As a child Nishi/Oxnard read kodomo (for young children) comics from Japan, something easily accessible in southern California (he grew up in Orange County, southeast of Los Angeles) but not in most of the U.S. The depictions of male nudity seen in these comics are completely normal in childrens' entertainment. This attitude towards nudity is quite different in the US.
Looking at his work, I can tell he was heavily influenced by the kodomo such as Doraemon and Keshikasu-kun which do show exposed genitals of male characters.
This comic really, really was meant to be /cute/ all along, but the US cultural attitudes towards nudity forces it in the /gc/ category. (This is why Oxnard/Nishi made the version without genitals)
