As a friend of the artist. I wouldn't say there is anything malicious in his actions. He gets scatter-brained and will forget things or burn out from time to time like any artist. He took a TON of commissions at one point to help cover some costs, then ended up burning out for a few months because of life, school, furry drama, and tech failure. I know in the last few years he's had two major computer failures that resulted in a lot of lost work.
He's more or less stopped accepting commissions outside of YCH's to curb the chance of having someone pay then not receive the art. And he is slowly, SLOWLY working through as much of the backlog as he has data for.
I'm not asking people to forgive the lack of refunds, but maybe cut him some slack. He's human, he makes mistakes. He even learns from them sometimes.
TL;DR: He's not a bad guy, just flaky.
