I think the whole problem with the story comes from the beastman and his motivation.
The second panel is actually very engaging, I would argue it's the most engaging panel in the whole comic. It effectively sets up the premise, promises further story and the beastman's expression gives the allusion of coyness; like he has some ulterior motive, like he knows something the MC and by extension the audience doesn't know.
He even keeps up the engagement on the 3rd page, acting aloof, saying he's "just a common beastman walking by," and throwing out cryptic lines like "pretty sure you were thinking what'll happen when you die, huh?" as though he somehow has some kind of mythical foresight or otherworldly ability to know the answers to these questions. Funnily enough, when I went to read the fourth panel, I had mistakenly assumed they had stepped through the train doors and into some kind of inter-dimensional room through the train car doors
but nope
no magic no mystery no drama or suspense he's just some sad lonely lover being a creeper at the train station
somehow still very Japanese
