Agreed. It's like the comic is confused about what it wants to be. Is it an incest comic, pseudo incest comic, zero incest comic. And then we go to this hotel and the characters suddenly make a full 180 change. Dad suddenly becomes a "werewolf" (seriously, how does the moon affect a mightyena like that even) and suddenly horny fight with a stranger?
What's next? Son comes over and sees the dad getting fucked and other mightyena calls him over so they can DP or spitroast him?

At times I feel like it's 3 different comics in one and that's not a good thing really.
- could be a comic about the son trying to get back at the dad.
- comic focused on "pretended" incest between ash and mike.

Org. XIII is just one of them, but this stuff is basicallya group of bad guys plotting things in the shadow and really strong and all that. They eventually come out with their plans and send agents after the main heroes, then the higher ranked people go after them, and then eventually the leader.
Similar groups are used in a lot of games and anime.

Setting up the Bait (forgot which part) introduces us to the school board members who are clearly plotting something. And they send another torracat to the school to observe (or do something we didn't see yet). They start talking about Dylan (indirectly I think it's been a while) and how there's Pokemon with special abilities (referring to all the insane horny shit like Zeraora horny WiFi that horny'd the entire city, etc.) and how interesting it is and some stuff.

So yeah, pretty much the standard "secret organization out to take over the world" thing, except it's way stupider because they're out to fuck the entire world. Literally. lmao

And the "it's just porn" people don't have a say in this. There's a clear plot. If it was "just porn" he wouldn't make comics. It takes me out in stuff like this comic lmao
