I'm just happy this one's trying to be different from the rest of them. they almost all had a formulaic approach, and were getting pretty stale. this one seems to be trying to go somewhere, and so far I'm on board.

Nope, completely different character with no relation. The goat is from the distant past.

The shark guy cameoed in Chapter 2, as pointed out a few posts above. Seems to be more competent than he let on in Chapter 1.
