Yes, it is a rape comic. Very blatantly. The characters featured are the fursonas of the writers/commissioners of the comic, so you can think of it as a cnc roleplay if that makes you feel better. You might just want to hide the thread if you're sensitive to that subject matter though, because it's definitely rape. Icarus (the victim) has his drink spiked, is restrained, and then repeatedly and explicitly asks for the sexual activity to stop until his mental state is magically altered beyond the ability to coherently object. All of this is predicated by an authority figure abusing the power that trust in him as a medical professional gives him over his patients.

Perhaps the comic should have a content warning up front since noncon isn't for everyone and some survivors can absolutely have strong negative reactions to it, but I find both your inability to clearly recognize rape when you see it and your childish censorship of the word more concerning than that.
