If we are to look on that statement ~seriously (and, I mean, what else we are to do) when this is not sign of ferality, but rather a different cultural norm.
Septic pits/outhouses started to crop up around places of permanent/semi-permanent human settlements due to HSap specificities in diet and digestion leading to human excrements being highly toxic to local flora. Urine too, though to (somewhat) lesser extent.
Local coprophages could deal with low amount on long scale, or with massive dumps on short scale of time. Constant shitting around HSap camp for years at least could be compared with, say, Fukushima blowing up in the middle of that fucking place every bloody decade on average.
Basically, everything around the camps started to die out pretty fucking fast.
Humans solved the problem by creating specialized condemned places to dump the wastes, and - later - by inventing composting.
If ponies haven't suddenly developed omnivorous tendencies, then their waste would be far less toxic for the plant matter around - and with proper manure management (representative of which profession we've seen in the FiM proper), the problem of waste disposal not only solves itself, but also facilitates general improvement of the area in terms of random greenery, from turnips to apples to Canterlot Rainbow Roses growing exclusively on fancy flowerbeds where only bluest of bluebloods hold a right to shit.
And for smell - magic.
That could mean, theoretically, that it is unacceptable to notice that somepone is answering the call of bowels - for they are creatures of High Culture, after all, literal millenia in making and breed. Everyone understands that, and follows that particular cultural dogma; and then the caste of "invisibles" - adult pones without cutiemarks - takes care of the rest.
Same goes for the mating process - if they evolved out the estrus season, then they are constantly ready for copulation, just like HSap.
Though, conseption may be a bit more troublesome - like being possible only during the rut, while the rest of the year is just pure fuckery all around, with no need for condoms (to regulate the conception, at least, venereal deceases notwithstanding).
Other interesting possibility, though purely speculative, is that if the estrus season is still present, but only as a vestigial seasonal change (few weeks of constant heightened arousal - mildly annoying, and nothing more), and conception is possible during the whole year, rut or not...
Well, skewed ratio of sexes among the equinity - one male to five females, approximately - could be explained if conception of a male offspring is only possible during the the estrus season, and every child conceived outside of it would be a mare.
Regardless, most probable model of ethics for society with such biological peculiarities would be something akin to Victorian one - overly oppressive and stuffy in public, with truly byzantine (canterlotian?) set of social rules and rites everypony is expected to follow - but nopony really cares what you are doing out of eyesight as long as it remains out of eyesight.
